This Emergency Response Plan (ERP) is to advise SABC Members and visitors of actions in case of an emergency situation or incident on or near the airfield. The intent of the plan is to enhance safety and effectiveness of response and coordination. The plan is organised with three phases:

SABC Members should make themselves aware of the structure and actions of this document.
Members should prepare to take control, action and support a response within the scope of this ERP.

Airfield Resources and Considerations
Alarm activation generates a continuous loud warning siren.
The Airfield has an Alarm that is activated by push button control on the side of the Club Maintenance Hangar (A00 on map).

The Incident Controller (IC) sets priorities and defines the organization of the incident response teams in accordance with this ERP.
The role of IC should be assumed a Member at the earliest opportunity. IC role may be handed over to another Member if required by agreement.
Club President, Committee Members or Fire Officer may takeover IC role or delegate an IC at an appropriate time to suit the situation.
On Scene Coordinator
On Scene Coordinator (OSC) coordinate rescue and response at the site. For large scale Emergency such fires there may be several OSC.
Muster Points (see map)
Primary Muster point is the paved area adjacent to the south side of the Club House (map A21). If safe, then assembled members and visitors can move into Club House.
Secondary Muster Point is at the main gate.
Fire Fighting Appliance (FFA)
SABC FFA is based on a single cab FJ45 Landcruiser 4x4. Member with training in use of FFA and should be allocated its use. Training is provided by the SABC Fire Officer and WIP Committee lead
FFA is fitted with a water tank with petrol driven pressure pump. Storage lockers contain fire hose, nozzles and couplings.
Primary resupply water location is between parking carport and SABC Club hangar.
Alternately the hydrants can be used once the ring fire main is pressurised.
Fire Water Systems (see map)
The airfield has a ring fire main with fixed hydrant points located at key locations shown in attached Map.
Pressurisation of the main is via diesel bore pump in Fire Pump Shed near gate end of John Bird Drive.
Activation training can be arranged via Committee and WIP Committee.
The Ring Main Feed Valve (see map) must be open.
Hoses are available on the FFA above.
There is a sprinkler system to cover bush area along the western side of Taxiway Delta.
First Aid Kits (FAK)
The FAK is in the Club Hangar on wall adjacent to the kitchen servery.
Automatic Electronic Defibrillator (AED)
1x AED is mounted on the wall in Club House adjacent to the kitchen servery.
1x AED is mounted on the wall of carport closest to Club hangar.
Fire extinguishers are located around the club hangar and facilities.
Club members may be requested to bring extinguishers from their hangars.

Refers to Full, Associate and Social members of the club. All other people are considered as visitors including Emergency Services responders.
Until advised by President or Incident Controller only allow Emergency Services and members to come onto the airfield
Control of Information
All media requests should be directed to the SABC President or their delegate.
No information should be released to the media via any means nor placed on social media without consulting the President or their delegate.
The airfield alarm is tested quarterly with a short burst.
Alarm is often sounded at 1400 on last Sunday of the monthly to announce start of General Meetings.
Fire Fighting Appliance
FFA remains under carport near club hangar with trickle charge on batteries. Testing and maintenance of FFA is conducted by WIP Committee.
Training for use of the FFA is coordinated by Fire Officer, WIP Committee or Committee.
First Aid Kits
First Aid Kits (FAK) will be checked and replenished under arrangement by the committee in compliance with OHS requirements.
Automatic Electronic Defibrillators (AED) will be checked and replenished under arrangement by the committee in compliance with OHS requirements.
Training and Exercises
ERP briefing and training will occur at least annually following General Meeting. Members unable to attend should review ERP annually.
Desktop exercises will be conducted at least annually including the full Committee, Fire Officer and other relevant Members.
Exercise with use/demonstration of emergency equipment will be conducted annually.
External agencies will be invited to participate in exercises and briefings.

People are not obliged to extend themselves beyond personal capability.
No one should expose themselves to unnecessary risk when conducting actions in this ERP.
As far as is possible people act in pairs or larger teams during response.
Initial Actions - General
Sound the Alarm
• Anyone observing an emergency situation
• Activation point is located at side of club maintenance hangar
Assume role as On Scene Coordinator (OSC) if near scene of an incident
✓ Ensure safety of yourself and other during response
✓ Follow principle of DR SABC D
Assume role as Incident Controller (IC) for coordination of response
✓ Most appropriate Member at Muster Point
✓ Ensure safety of yourself and other during response
✓ Remain in command or handover to another Member in relief
✓ Use Secondary Muster point if the Primary is at risk
Alert Emergency services if situation requires
✓ Telephone/Mobile 000 or
✓ Mobile 112
✓ Address 286 Yangedi Road, Hopeland, nearest crossroad at Jarrah Road
Move to Muster Point
✓ First make safe and secure the area you are in before moving to Muster Point
✓ All members and visitors on the airfield that are not directly involved in On Scene response.
✓ Primary or Secondary Muster Point as necessary
✓ Bring Mobile communications if practicable. (VHF, UHF, Phones)
Secure and man the airfield gate
✓ Gate should remain in the open position as far as practicable
✓ A member should man the gate to allow and control access as required
✓ Ensure protection from elements such as a car
✓ Arrange water and food plus a relief rotation as required
Coordinate safe response to suit the emergency situation
✓ Allocate people to actions within their capability an in teams where possible ✓ Organise on field equipment to be used by competent people.
Mobilise a team to muster remaining members and visitors on the airfield.
Mobilise a team to survey the incident site and airfield environs for additional information.
Prepare to evacuate the field if the situation requires.
Protection of evidence
Record witnesses and request they write a report
Consult with President and Committee about any external communications, media or social media.
All Involved / Immediately After Situation is Resolved and Made Safe
Reset and replenish equipment and systems in case of a subsequent incident:
